Public administration : a comparative perpective
This is the fourth edition of a book first published in a shorter version 25 years ago. At that time, in 1966, I commented that some readers might consider it overdue and that others might regard it as premature. Recognition that in a sense each view was correct led me to assert both a claim and a disclaimer. The claim was that I was making the first comprehensive effort to assess the state of the comparative study of public administration and to characterize the administrative systems in a wide range of present-day nation-states. The disclaimer was that the book did not attempt to provide a definitive treatment for a field probably not yet ready for the task to be performed. My objective was to respond to an existing need felt by many students, teachers, and researchers who had chosen to explore the fascinating problems of comparison among national systems of public administration.
