The end of bureaucracy and the rise of the intelligent organization
This book is beginning of a journey, not the end. We see a great opportunity for businesses, nonprofits, and government agencies to leave behind the bureaucratic system of organization and become more productive and more ready for the future. These new organizations will rely on systems that develop and express the intelligence, judgment, collaborative abilities, and wide-system responsibility of all their members.
System thinking teaches that leverage is more easily gained by changing the structure of human system than by directly controlling events or specific behaviors. Changing the structure does not mean rearranging the organization chart in a new hierarchical pattern run from above. If we want to change a bureaucratic system, we can begin by liberating the self-organizing potential of people working in terms. Then the focus of change will be to provide the conditions in which this freedom leads to the most constructive results. Structural change of the kind needed to move beyond bureaucracy rebuilds the pattern of relationship and quality of communications in the organization on the basis of freedom and rights.
