Economics of the Public Sector
It has been a decadesince the last revision of this textbook and much has happened in the intervening ten years. I have been lucky enough to have been an active participant in many of these changes, as member and chairman of the President’s Council of Economic Advisers. This edition is written from the unique perpective of a public sector economist who had the chance to be involved in the decision-making process not only in the United States, but also in many other countries; following my stint at the White House, I moved to my current position as Chief Economist and senior vice president of the World Bank, which is involved in advising developing countries concerning their public sector policies. I have been able to participate in debates around the world on the central question with which this book is concerned: What should be the role of the government? How should it design its programs in areas ranging from health and education, to social security and welfare? How should tax systems be designed to promote economic effeciency and to be consistent with basic views of fairsness?
